Reservation Policy
Background
91³Ô¹Ï(CSUEB), like many Universities, rents facilities to various types of organizations such as profit organizations, non-profits organizations, campus affiliates, and use for campus instructional use. The State of California is not permitted by law (California Constitution, Article 16, Section 6 Public Finance) to gift facilities. Per CSU Executive Order 1000, any costs incurred by the University should be recovered. Charges in addition to rental fees will be assessed to cover all University services, equipment use, events managers, and other staff costs, plus damages incurred. Universities rent their facilities for three primary reasons:
- to generate revenue to support the university's aging infrastructure;
- to actively engage the surrounding community
- to showcase campus' programs and amenities.
Use of Facilities
Any use of university facilities will be charged fees in accordance with the following provisions. Direct and indirect fees will be applied to the three (3) categories of activities below.
- Non-Affiliates:
- For-Profit or Commercial activities.
- Non-profit designation - Active 501(c)(3) status.
- Affiliates:
- University/Affiliate – An active/retired CSUEB employee, current student, or alumni for personal use only. Examples include a personal birthday, wedding, retirement party of the university affiliate. Does not qualify for honored guest of the affiliate. Review Campus Affiliate Form for more details.*
- Instructional use of facilities as contained in the schedule of classes or campus department will not be charged fees.**

*Organizer of the event must be present for the entire event. Affiliates are not permitted to host an
activity in which another organization is benefiting from the use of it nor conduct a personal commercial
activity.
**Event related direct costs such as event monitors, staging crews, facility personnel, security/policing,
waste cans, special event chairs, fencing, and other service fees will be applied to all rentals as
applicable. In addition, a 5% administrative fee will be assessed for planning and coordination of all
events
Commercial Use of Facilities
Commercial use of Facilities, as defined by revenue generating event, entry ticket sales, or potential sale of services or goods. This includes, but not limited to the following examples - entrance charge, performer or participant charge, sales or marketing of goods or services. If deemed as commercial use, the rental may render a commercial services fee in the format of approximate 10% of full rental cost. Commercial services for vending tables are charged per package.
Athletic Staff/Monitors – All athletic facility reservations are subject to a one-week cancellation policy. If a reservation is cancelled within one week of the event, the renter is required to pay any and all athletic staff and athletic monitor fees. University Scheduling will bill the renter for these fees.
Theatre Technicians/House Staff – All Theatre reservations require Theatre Technicians and sometimes House Staff. Since this personnel are scheduled in advance, Theatre reservations are subject to a two-week cancellation policy. If a reservation is cancelled within two weeks of the event, the renter is required to pay 50% of all personnel charges. If a Theatre reservation is cancelled within one week of the event the renter is required to pay any and all Theatre Technicians and House Staff personnel fees. University Scheduling will bill the renter for these fees.
Music Department Monitor – All MB 1055 reservations require a Music Department Monitor. Since this personnel are scheduled in advance, MB 1055 reservations are subject to a two-week cancellation policy. If a reservation is cancelled within two weeks of the event the renter is required to pay any and all Music Dept personnel fees. University Scheduling will bill the renter for these fees.
Reservation Process
Events and Activities are permitted on campus only if they do not interfere with normal University business, academic classes, and/or previously scheduled events.
Groups or individuals wishing to use university buildings and grounds must complete a space reservation request in writing by submitting either the reservation form for either affiliates or non-affiliates. An individual must be designated who will be held accountable for adhering to all university policies, the safety of the persons attending the event, and the preservation of the facility. This person will typically be either a faculty advisor, club officer, or renter.
No organization or person may reserve space on behalf of another organization or person. Organizations may not sell, sublease, or transfer reservations to another individual or organization. The organization reserving the space must be the primary organizer of the user of the location for the event.
The reservation process is completed only when the requestor has received written confirmation of the request from the Rentals and Reservations Scheduling Coordinator. The approval documentation must be in possession of the group or individual during the activity or event.
All facilities must be requested in advance, at a minimum per the guidelines below, and are subject to University availability and confirmations:
- Meetings: 3 days (72 hours) prior to the meeting.
- Minor Events: 2 weeks (10 working days) prior to the event.
- Major Events: Dances, banquets, concerts, and other major events — a minimum of 5 weeks (25 working days) prior to the event. Special events sponsored by student organizations are governed by the ‘Student Clubs and Organizations Special Events Policy.’
The scheduling of activities, meetings, or programs by chartered clubs or organizations must be executed by an appointed or elected officer, leader, chairperson, or club advisor of the organization, as indicated by the Office of Student Life and Leadership. The university requires at least one organizational officer and an advisor to be present for the entire duration of the event. A responsible representative from the sponsoring department must be present for the duration of any university-sponsored event. The sponsoring group shall be held responsible for any and all damages to university property. Failure to pay scheduled fees or damages, or failure to comply with this policy of responsible supervision may result in the immediate loss of scheduling privileges.
